Lydia is about to leave Hilltop for one of the Commonwealth’s outposts when a horseback rider approaches with an injured man. As he dies, he hands them a map and informs them that a massacre is taking place. Maggie believes they are unable to assist, but Lydia and Elijah are eager to assist in any way they can. They go out and discover a bunch of Commonwealth trooper walkers who have had their necks slashed. They come across Aaron on the road ahead. In a flashback, we learn that Aaron and Gabriel were dispatched on a Commonwealth mission to introduce themselves to a new population. They are commanded by Toby Carlson, a newbie who appears to be a kind and charismatic individual. They arrive at the Riverbend housing complex, where they are welcomed and introduced to their commander Ian.

Everything appears to be going swimmingly until Carlson shoots everyone in the room. Hornsby had a side scheme to his side scheme, and it failed, according to another flashback. Carlson, a former CIA agent, was enlisted to deal with Riverbend, a Christian group he suspected of stealing weaponry from the CW. Carlson initially declared that he was delighted to be retired from that line of work, but he appeared to seamlessly return to it. Carlson’s life takes a turn for the worse when Negan and his new companion Annie arrive to save the day, at least for a while. We learn that Negan, Annie, Ian, and others dwell at Riverside. Negan was the one who dispatched Jesse, the injured guy on the horse, to Hilltop, knowing that Maggie would be of assistance. As Gabriel, Annie, Negan, and the others regroup to decide out their next move, Carlson murders a large number of Riverbend citizens. We witness Maggie, Lydia, and Elijah arrive at Riverbend with Aaron at the close of the episode.
