The third season of the Law & Order television series kicks off with the first three-way crossover, “Gimme Shelter,” which is done out of chronological order. Det Frank Cosgrove (Jeffrey Donovan) and Det Jalen Shaw (Christopher Meloni) of Law & Order call in Captain Olivia Benson (Mariska Hargitay) and Det Elliot Stabler (Christopher Meloni) of SVU to help with the investigation of a young girl’s death (Mehcad Brooks). The story then switches to SVU and subsequently to Law & Order, where DA McCoy (Sam Waterston) and ADA Nolan Price (Hugh Dancy) take on a global crime syndicate as the evidence points to sex trafficking and a potential terrorist threat. The New York City Police Department’s numerous squads collaborate to uncover the perpetrators of a cold-blooded shooting of a young child, and the District Attorney’s office strives to hold them accountable. The action begins as Cosgrove is having a conversation with his teenage daughter, who is pleading with him to allow her to attend school from home because she fears something bad may happen while she is there. He rejects her and reassures her that unfavorable outcomes are uncommon. Suddenly, a young girl bleeding profusely dashes by their table in the outdoor cafe.

We witnessed her flee from a yacht after assaulting a man. She is a Ukrainian whose whole family was murdered in the Russian invasion in March. She is struck by a car because she is so disoriented, and while Frank motions for an ambulance to arrive, a masked assailant approaches her and shoots her as she is laying in the middle of the street. Det. Shaw (Mehcad Brooks,), who has experience with drugs but is new to homicide, arrives at the scene. It appears that he will work the case with Cosgrove rather soon. The girl’s name is Ava, and we quickly discover that she was reported missing months prior.

Shaw is guided by Cosgrove through his initial death notice (Ava’s upset aunt slaps him) and first autopsy, which reveals that Ava endured serial sexual abuse. The investigators follow that clue, coupled with the fact that she had caviar in her stomach and salt on her skin, to Chelsea Piers, where Cosgrove threatens a dock manager into handing him security video of a giant yacht that was parked there the previous night. And we find out that Cosgrove’s new (temporary?) colleague is a lawyer as well as a cop when Shaw suggests that perhaps they can just get a subpoena the next time. Upon learning more, the investigators come to the conclusion that Ava was a victim of sex trafficking. And as a result, they end up at SVU, where Capt. Benson connects them with some NYPD surveillance footage that aids in locating the person they believe to be the shooter. Stabler is furious when he learns that Frank got up and put his hands on the guy in front of him.

As Elliot angrily reminds Frank in the midst of the precinct, “OC has been investigating a lawsuit concerning the guy for six months.” Elliot is concerned that the shooter has been startled and will flee. Bell and a much more composed Stabler reveal that the gunman, Maxim Sirenko, is intimately entangled in a narcotics and another illegal activity ring over at OC. They want to wait and conduct further research before making an attempt to apprehend him since they don’t want to alarm him and his group. Cosgrove then makes Stabler feel bad about not being more motivated to exact revenge for the death of an innocent girl. and Bell claims that Stabler is calling… In an effort to provide the NYPD with some incriminating information regarding the murder, Stabler then meets with his criminal spy and has him copy Sirenko’s phone.

Even though it’s a very narrow victory, the CI succeeds. Additionally, Jet is able to see the phone’s downloaded security footage, which allows them to see a key witness (another girl) and her female pimp. When Velasco has an advantage over the pimp, Liv makes Rollins, Velasco, Fin, and the rest of the team search through their files.   Cosgrove, Stabler, and a SWAT team are soon conducting a raid on the woman’s home. There is some firing, but no one is hurt as they capture her. A young lady attacks Cosgrove upstairs at the home brandishing a kitchen knife, but he quickly disarms her and orders the other police not to fire her. The woman pleads and begs him to kill her while he shackles her.
