But when the team tracks a man linked to stolen uranium—only to find that the cartel killed him using the very material—Carla’s claims gain credibility. She reveals the uranium is now in the hands of someone called “The Butcher,” and the cartel is planning something catastrophic.

Carla tells the team she fears for her life—the Butcher wants to sell the uranium to her. Parker, still wary, suggests she arrange a meeting in Kansas City, her stronghold. Parker agrees to accompany her, trusting the local NCIS office to provide backup.

Parker travels with Carla and two unfamiliar agents. One of them is secretly working for Carla. As the car pulls over on a remote road, the truth unravels. Carla reveals the significance of their location—it’s where her son Jason died. She blames Parker for Jason’s death, believing that Parker poisoned her son’s mind by labeling her a criminal. Jason had run away and died in a motorcycle accident shortly after.

With raw pain in her eyes, Carla pulls a gun on Parker, forcing him to his knees. But instead of killing him, she spares his life—knocking him unconscious and abandoning him by the roadside.

The cartel, far from being the stereotypical Latin American operation, is actually run by white supremacists. Their plan includes selling weapons to white power movements and using nuclear materials to terrorize.
