At a parole hearing, Sergeant Bell was asked to testify. Bell attended the parole hearing of the man who was appealing his release for killing her ex-partner so that he wouldn’t be freed. Clearly, she required assistance. Stabler, the detective, accompanied her. She had him backing her up until the alleged killer suddenly professed his innocence. He claimed that he was told that his family would be taken care of if he took the blame for a crime that he did not commit, but that he later learned was not the case. Octavio Montanero insisted he was innocent, thus either the promise was never fulfilled or his family was victimized. Furthermore, he was always a kind person at heart. The strange part is that Bell actually believed him. It was simply a gut sense she had. After the parole was revoked, she decided to investigate the previous case. Discrepancies that she had previously overlooked were apparent to her. She learned that the bullet removed from her partner did not originate from Octavio’s rifle. The investigating officer was ready to place blame on Octavio, but she found out. He even lied about something to support his point.

In Octavio’s case, it was drugs. An innocent man went to jail because he was too high on drugs to mount a proper defense. Octavio did not kill anyone. Who did it, only he can say. Bell paid a visit to Octavio behind bars. He revealed to her that the man she had been looking for to blame for her partner’s death was actually Eamon Murphy. Murphy was a powerful mob leader. He is a threat because of his wide network of contacts in the city. Octavio’s death in prison came soon after he revealed the killer of Bell’s colleague. Murphy discovered his conversation and promptly dispatched him. His goal was to discredit Octavio’s testimony, but by ending his life, he only proved that Octavio was telling the truth all along. He hadn’t slain a police officer.

Indeed, Murphy was to blame. In every situation, Murphy was to blame. Because Murphy was still on the loose and involved in the drug trade, Bell sought Stabler’s assistance in apprehending him. She thought that was something she owed her boyfriend. She approached Deputy Inspector with her concerns, but he ordered her to stop. Since he considered it futile, he did not want Bell to pursue Murphy. Numerous NYPD teams and the FBI have attempted to arrest Murphy. Not one of them was successful. Bell’s supervisor didn’t want to spend the money or risk the manpower trying to get Murphy again because Murphy always managed to escape. The situation was deemed unimportant enough that Bell was instructed to drop it. The problem was that she flat-out refused. She informed her superior that she would be coming after Murphy and that she would see to it that he received credit for the successful takedown of the infamous crime lord.

In terms of how she planned to track down Murphy, she reached out to a familiar face. The two friends, Bell and Stabler, tried to contact Teddy Silas. A trial date had yet to be set. He was confined to his residence. He was confined to his home and required constant monitoring. Also, he requested a compliment be sent to the DA. In exchange for these concessions, Silas decided to reopen his pub in the center of Murphy’s area, leading the police to believe they might work with Teddy. Teddy was carrying around more than just his passport and some cash, unbeknownst to them. The gun was another secret until he was searched and it was discovered. When meeting with Murphy, Teddy warned that he must bring a firearm. It turned out that Murphy was quite the risk. Murphy probably thinks he’s going to be armed. The police, however, were unable to let a criminal have the weapon and instead took it into their possession. They kept playing the parts of Teddy’s club employees. Eventually, it provided a chance for them to approach Seamus O’Meara.

When Murphy wasn’t around, Seamus handled everything else. He was extremely well-informed about the industry and a huge fan of Teddy’s bar. At the reopening celebration, he was there. He brought a group of his folks with him. While he was distracted playing blackjack with Jet and flirting with her, his people relaxed enough to start a conversation. They said there would be a large shipment arriving soon. Secret cameras were listening in, and Bell could hear everything. She hoped to utilize the shipping investigation to bring down Murphy’s operation. That was the path they took. Up until Seamus waiting for Jet to come off work, everything was going swimmingly. A minor crush on her grew in him. Murphy was another person he introduced him to. Murphy decided to follow Seamus about on his night off to see what he was up to, and the two eventually ran into each other in a bar where Seamus was trying to coax Jet into going on a date. He could even be a threat to her safety. In addition, a detective from the District Attorney’s office has reached out to Stabler in hopes of enlisting his assistance in bringing Murphy to justice. Bell may or may not have been open to accepting conditional assistance.
